Senior Facilities Officer (Building Services)

Duties

The appointee will report to the Assistant Director in the Technical Services Section or his delegates to plan and oversee the implementation of client-focused facilities management. He/She will be required to:

(a)    actively contribute to the development and implementation of strategies aimed at meeting the evolving needs of the University which includes achieving departmental outcome-based KPIs, sustainability goals/initiatives, and leveraging new technologies to achieve energy savings and sustainability objectives;

(b)    lead a team of technical staff to prepare tender documents including specifications and drawings for repair, maintenance, addition, alteration and improvement works for physical plant(s) and building services installations;

(c)    supervise and monitor the performance of outsourcing services providers in providing the quality services, emergency response, escalation and recovery, and early involvement in new developments for facilitating future campus operations and maintenance, safety, security and sustainability; 

(d)    liaise with other units of the Office, end-users and contractors for the implementation of repair and maintenance of physical plant(s) and building services installations;

(e)    schedule and supervise site works including final testing and commissioning work;

(f)     prepare budget control and handle contract administration and payment certification;

(g)    perform duties outside normal office hours including working on Saturdays/Sundays/public holidays for critical incidents and particular events; and

(h)    perform any other duties as assigned by the Director of the Office or his delegates.

Qualifications

Applicants should:

(a)    have a recognised degree in Building Services, Mechanical/Electrical Engineering or a related discipline plus at least five years of relevant experience, or a diploma in one of the above disciplines plus at least eight years of relevant experience;

(b)    have highly refined communication and interpersonal skills for working with internal and external stakeholders, as well as good supervisory skills;

(c)    be self-motivated and able to work independently under pressure with tight work schedule;

(d)    have a good command of both written and spoken English and Chinese; and

(e)    possess relevant professional qualification is an added advantage.

Preference will be given to those with experience in and knowledge of central mechanical ventilation and air-conditioning (MVAC) systems, mechanical plants and building management system.

Conditions of Service

A highly competitive remuneration package will be offered.  Initial appointment will be on a fixed-term gratuity-bearing contract.  Re-engagement thereafter is subject to mutual agreement.
