Senior Surveying Officer (Quantity)

[to be appointed at the substantive level of Senior Facilities Officer]

Duties

The appointee will report to the Cost and Contract Section and be required to:

(a)    manage and administer all pre-contract and post-contract quantity surveying services for alterations and additions as well as repairs and maintenance projects;

(b)    prepare estimates, specifications and tender documents;

(c)    carry out pre-qualification and selection of consultants/contractors;

(d)    prepare tender analysis, reports and recommendations to the Works Tender Board or other appropriate authorities;

(e)    carry out valuation of interim payments and variations;

(f)     check quotations, variations, payment bills and final accounts;

(g)    liaise and co-ordinate with consultants on contract administration; 

(h)    implement proper control procedures to ensure full compliance with established guidelines and policies; and

(i)    perform any other duties as assigned by the Director of the Office or his delegates.

Qualifications

Applicants should have:

(a)    a recognised degree, preferably in Building Studies/Quantity Surveying or a relevant discipline, plus at least five years of relevant working experience, or an associate degree or a higher diploma or an equivalent qualification, preferably in the above-mentioned discipline, plus at least eight years of relevant working experience;

(b)    the ability to work independently;

(c)    good communication, supervisory and interpersonal skills;

(d)    the ability to communicate effectively in both written and spoken English and Chinese; and

(e)    relevant professional qualification will be an added advantage.

Preference will be given to those who have experience with term contracts and experience in the field of quantity surveying gained in developer and consultancy firms.

Conditions of Service

A highly competitive remuneration package will be offered.  Initial appointment will be on a fixed-term gratuity-bearing contract.  Re-engagement thereafter is subject to mutual agreement.
