Finance Manager (Self-financing Operations Section) (two posts)

Duties
The appointees will be required to:
(a) support the operations of the College of Professional and Continuing Education (CPCE), and at a later stage, the establishment of a private university, in alignment with the University’s strategic plan and development;
(b) support financial management, projects and other tasks within Self-financing Operations Section as and when required;
(c) support financial management, including budgeting, periodic closing, cashflow forecast, programme financial analysis, financial reporting and variance analysis of the operations;
(d) liaise with internal and external auditors; and provide professional financial advice to users;
(e) support the setup and detailed implementations of new initiatives across various Sections including the Private University, and establishment in the Chinese Mainland;
(f) perform financial planning, modelling and implementation of the new initiatives, projects and development of the University and CPCE, including registration of Post Secondary Colleges Ordinance (Cap. 320) and private university setup and operations;
(g) conduct regular review and support tuition fees and profitability assessment via hands-on skills with financial modelling;
(h) ensure financial sustainability and feasibility to support strategic growth;
(i) enhance strong internal control and application of the governance in daily operations; formulate and perform regular review of policies and procedures;
(j) perform risk assessment and maintain sound risk management over daily financial management;
(k) perform secretarial or administrative matters that support committee and college council meetings and reviews;
(l) lead, mentor and supervise subordinates; and
(m) perform other duties as assigned by the Director of Finance or his delegates.
Qualifications
Applicants should have:
(a) a recognised degree in accounting, business or related disciplines;
(b) a professional accounting qualification or equivalent;
(c) at least five years of post-qualification professional and supervisory experience in accounting, finance, auditing, and/or other related areas; preferably with previous working experience in the Chinese Mainland;
(d) good problem-solving, communication and interpersonal skills;
(e) proficiency in Microsoft Office software including Access, Excel, Word and PowerPoint, preferably with solid knowledge of Excel/Access VBA;
(f) the ability to work and carry out assignments independently and in a timely manner within the required timeframes; and
(g) a good command of both written and spoken English and Chinese, with proficiency in Putonghua being an advantage.
Conditions of Service
A highly competitive remuneration package will be offered. Initial appointment will be on a fixed-term gratuity-bearing contract. Re-engagement thereafter is subject to mutual agreement.
