Associate Director (Technical Services)

The Campus Facilities and Sustainability Office is looking for a seasoned professional to join its senior management team and serve as Associate Director.  This position plays a critical role in overseeing the Building Services Sections and specialised maintenance projects; and requires a high level of responsibility and collaboration with various stakeholders within the University. Duties

The appointee will be required to:

(a)    provide strategic direction and set strategic departmental objectives and goals on matters related to facilities maintenance, arrange efficient deployment of resources to meet these goals and support the University in implementing its strategic plans in upholding the building assets;

(b)    formulate and review strategies in planning and implementing cost-effective repairs and maintenance plans in respect of building services engineering and advanced building technologies (including the IT/IoT elements);

(c)    oversee the resource planning, project management, and financial support for improvement works and fitting-out projects, including reviewing the strategies for cost control and contract management in the provision of services; 

(d)    oversee the implementation of a large number of additional maintenance/improvement works in relation to the area of building services and building maintenance;

(e)    oversee the financial management of projects, including monitoring the expenditures to ensure they align with approved budgets;

(f)     lead, mentor and supervise a team of professional/technical staff in fulfilling the professional obligations of the office aiming to foster a high-performance culture, and advocating ongoing professional development of team members;

(g)    ensure that the projects comply with regulatory and external requirements, including relevant professional standards, and provide guidance to project managers on best practices to optimise funding utilisation and project delivery;

(h)    initiate continuous improvement and drive digital transformation initiatives, collaborate with teams to identify digital opportunities and promote the adoption of new technologies and processes to enhance operational efficiency; 

(i)     assist to manage the Office and oversee the provision of quality and client-focused facilities management services to the University, as well as to develop a sustainable campus; and

(j)     perform any other duties as assigned by the Director of the Office or his delegates.

Qualifications

Applicants should have:

(a)    a recognised degree, preferably a higher degree in Building Services, Building Technology, Surveying, Building Construction, or a related discipline, with at least fifteen years of relevant managerial experience at senior level in sizeable organisations in building maintenance, project management and contract management;

(b)    relevant professional qualifications, such as MHKIE, MHKIS, MRICS, etc., and a good knowledge of relevant statutory regulations;

(c)    substantial managerial/specialist experience in managing technical aspects of facilities management;

(d)    extensive experience in managing and formulating policies and strategies, as well as implementing changes with significant impacts;

(e)    proven leadership experience in developing and managing a multi-disciplinary team of professionals and technical staff;

(f)     highly refined communication skills, strong organisational skills along with perseverance and leadership abilities which enable effective engagement and collaboration with clients, consultants, contractors and other stakeholders;

(g)    self-motivation with high ethical standards, and be responsible and collaborative;

(h)    business acumen and demonstrated capability in innovation to meet new challenges; 

(i)     an analytical mind with strong planning and organising abilities, as well as people management and problem-solving skills; and

(j)     have an excellent command of both written and spoken English and Chinese, with fluency in Putonghua.

Conditions of Service

A highly competitive remuneration package will be offered.  Initial appointment will be on a fixed-term gratuity-bearing contract.  Re-engagement thereafter is subject to mutual agreement.
