Assistant Officer (Digital Transformation)

With a mission to promote and drive digital transformation for education innovation, the Digital Transformation Division (DTD) of the Institute for Higher Education Research and Development (IHERD) seeks individuals with a positive and future-focused mindset who share our vision of digital innovation to join our strong and dynamic team.

Duties 

The appointee will be required to:

(a)    conduct comprehensive requirements gathering and business analysis, translating complex institutional needs into clear use cases, Business Requirement Documents (BRDs), functional specifications, and detailed process flows;

(b)    perform Business Process Re-engineering (BPR) to streamline the student lifecycle and administrative operational workflows, eliminate redundancies, and optimise cross-university processes;

(c)    support the initiation, planning, and implementation of new university and enterprise systems, ensuring system connectivity and data interoperability;

(d)    assist in evaluating and introducing AI tools to enhance stakeholder experience (e.g., student and staff journeys) and drive operational efficiency across internal units;

(e)    execute change management initiatives, communication plans, and training sessions to drive user adoption, minimise resistance, and ensure the successful deployment of new digital systems;

(f)    collaborate closely with cross-functional academic and administrative units, as well as the Information Technology Services (ITS) Office, ensuring effective coordination and timely project progress reporting; and

(g)    perform any other duties as assigned by the Director of IHERD or his/her delegates.

Qualifications 

Applicants should have:

(a)    a recognised degree in Business Administration, Information Systems, or a related field, plus at least three years of relevant experience, preferably gained in large corporations or tertiary education setting;

(b)    proven experience in university systems operations or enterprise systems implementation;

(c)    demonstrated experience in project and change management, with a track record of successfully monitoring project timelines, managing stakeholders, coordinating User Acceptance Testing (UAT) and driving user adoption for new system rollouts;

(d)    a basic understanding of Application Programming Interface (API) concepts and data interoperability, with knowledge of the latest AI trends being a distinct advantage;  

(e)    strong analytical, problem-solving, and process-mapping skills, with proficiency in business analysis tools (e.g., Visio, Miro, or Jira); and

(f)    an excellent command of both written and spoken English and Chinese, with fluency in Putonghua being an advantage.

Shortlisted candidates may be invited to sit for a written test and deliver a presentation. 

Condition of Service

A highly competitive remuneration package will be offered.  Initial appointment will be on a fixed-term gratuity-bearing contract.  Re-engagement thereafter is subject to mutual agreement.
