Associate Director of Finance (Self-financing Operations Section)

The Finance Office is looking for a seasoned senior accounting professional at the position of Associate Director of Finance to join its senior management team and serve as Section Head of the Self-financing Operations Section.  This position plays a critical role in overseeing the Section with approximately 20 professional / support staff, and will be instrumental in enhancing financial operations across various self-financing initiatives within the University and ensuring strategic alignment and operational excellence while collaborating with diverse stakeholders.  More information of the Finance Office is available on the website at http://www.polyu.edu.hk/fo/.

Duties

The appointee will be required to:

(a)    lead the Self-financing Operations Section to provide strategic direction and oversight for subsidiary accounts and entrepreneurship, initiatives and operations in the Chinese Mainland, financial management for self-financed programmes and donations; 

(b)    oversee the financial management and control of self-financing operations conducted in Hong Kong, the Chinese Mainland and Macao, and co-ordinate with partner universities on financial issues;

(c)    conduct feasibility studies, financial modeling and scenario analysis for the development of new self-financing educational / research institutions / entities in Hong Kong and the Chinese Mainland;

(d)    develop and manage financial plans and budgets for subsidiaries, projects in the Chinese Mainland, and other self-financing activities, ensuring alignment with institutional priorities, cost-effectiveness and compliance with local regulations;

(e)    develop strategies to enhance financial sustainability in self-financing activities including operations in the Chinese Mainland;

(f)     provide support on major initiatives including the transformation of the Hong Kong Community College and the College of Professional and Continuing Education (CPCE) into a private university, and coordinate with various stakeholders to achieve project objectives;

(g)    manage the accounting and finance of the Hong Kong Community College and the CPCE during the transformative period; 

(h)    ensure compliance with regulatory and external requirements, and manage financial risks for University’s activities and developments; and develop tailor-made risk assessment and migration strategies for the University and its subsidiaries;

(i)    conduct continuous review and enhancement on guidelines, procedures and workflows and introduce innovative developments in financial planning and management practices to enhance operational efficiency; 

(j)    cultivate and maintain strong relationships with key stakeholders including senior management, academic and non-academic units as well as external partners;

(k)    lead, mentor, supervise and develop subordinates to foster a high-performance culture, ensuring ongoing professional development opportunities for team members;

(l)     participate in the overall management of the Finance Office; and

(m)   perform any other duties as assigned by the Director of Finance or his delegates or Senior Management.

Qualifications

Applicants should have: 

(a)    a recognised degree, plus a professional accounting qualification;

(b)    a minimum of ten years of extensive relevant managerial experience at the senior level in sizable organisations, and most preferably with a few years of working experience in the Chinese Mainland; 

(c)    solid experience in budgeting, financial and management reporting, as well as the development and implementation of IT systems; 

(d)    self-motivation with high ethical standards and strong commitment, and be a quick learner with strong adaptability;

(e)    business acumen and demonstrated capability in innovation to meet new challenges;

(f)     strong organisational skills along with perseverance and leadership abilities which enable effective engagement with various stakeholders;

(g)    excellent communication, interpersonal, presentation and problem-solving skills; and

(h)    an excellent command of both written and spoken English and Chinese, including Putonghua.

Shortlisted candidates will be invited to sit for a written test.

Conditions of Service

A highly competitive remuneration package will be offered.  Initial appointment will be on a fixed-term gratuity-bearing contract.  Re-engagement thereafter is subject to mutual agreement.
