Assistant Finance Manager (Staff Compensation and Benefits Section)

Duties 

The appointee will be required to: 

(a)    assist in gathering and clarifying business requirements from various stakeholders to ensure comprehensive understanding of project needs;

(b)    ensure that all statutory and regulatory requirements are thoroughly incorporated into the project specifications;

(c)    organise and facilitate meetings with vendors and other stakeholders to ensure clear and effective communication of project requirements and expectations;

(d)    collaborate with technical teams to ensure that the project specifications are feasible and comprehensive;

(e)    coordinate with business users on project-related activities, including progress and requirement meetings, to ensure alignment and timely execution;

(f)    support and assist in the tendering process, and provide recommendations based on thorough analysis;

(g)    handle general administrative work related to the project; and

(h)    perform any other duties as assigned by the Director of Finance or his delegates.

Qualifications 

Applicants should have: 

(a)    a recognised degree in Accounting or related disciplines;

(b)    a professional accounting qualification or equivalent;

(c)    experience as a project coordinator or manager, preferably with payroll or HR systems, involving collaboration with IT Office, external consultants and vendors, stakeholders, users and the Finance Office;

(d)    at least five years of post-qualification experience in accounting, auditing or other related fields, with experience in payroll operations, compensation and benefits and system enhancements being an advantage;  

(e)    familiarity with HRIS / payroll products such as Oracle, IPL or similar systems operating in either on-site or cloud mode;

(f)    proficiency in Microsoft Office applications including Excel, Word and PowerPoint, as well as accounting software applications;

(g)    a good command of both written and spoken English and Chinese; and  

(h)    strong communication, interpersonal, problem-solving, presentation and analytical skills.  

Shortlisted candidates will be invited to sit for a written test. 

Conditions of Service

A highly competitive remuneration package will be offered.  Initial appointment will be on a fixed-term gratuity-bearing contract.  Re-engagement thereafter is subject to mutual agreement.
